Urban vulnerability is one of the most serious manifestations of inequality in the metropolitan areas. Institut Metropoli has developed a tool that measures and monitors the phenomenon: the Urban Vulnerability Index (IVU in Spanish). The IVU has become one of the instruments used to allocate resources for the Programa integral de barris per a la millora de rendes (PIBMR), launched in 2022 by the Àrea Metropolitana de Barcelona.

In this context, this report constitutes a new contribution to the research area started in 2022, which aims to provide scientific support for this metropolitan neighbourhood improvement programme. The report updates the comprehensive diagnosis of urban vulnerability carried out in the first report (Martí-Costa et al., 2023), considering the three defining characteristics of the phenomenon: persistence over time, spatial concentration, and complexity, as well as the evolution of the phenomenon in absolute terms and urban inequality. The analysis period is extended to 2022, once the post-pandemic recovery has been consolidated and placing the analyses at the time prior to the definition of the PIBMR.
