Final results of the B-MINCOME pilot project (2017-2019). Combining a guaranteed minimum income and active social policies in disadvantaged urban areas of Barcelona

Report on the results of the B-MINCOME pilot project of the Barcelona City Council financed within the framework of an Urban Innovative Action program of the European Commission. The project lasted 36 months: 24 of intervention (from November 1, 2017 to October 30, 2019) and one year of design preparation, diagnosis, sampling and obtaining data from the participating population and the control group.

1,000 socially vulnerable households living in the 10 neighborhoods that make up the so-called Besòs axis, one of the areas with the highest poverty rate in the city of Barcelona, ​​participated. The aim of the project was to test the effectiveness and efficiency of an innovative and comprehensive policy that combined a monetary transfer – the Municipal Inclusion Support – with four active socio-labor inclusion policies in the areas of training and employment, entrepreneurship in the social, solidarity and cooperative economy, housing reforms, and community participation.
