This report analyzes the structure and objectives of the EU’s Cohesion Policy for the period 2021-2027, particularly the programs affecting Catalonia and the metropolitan area, in order to identify possible access strategies for the AMB to European funds and link them with the objectives of the main metropolitan plans.
The report presents the main characteristics of the Cohesion Policy 2021-2027, with a focus on the FEDER, the Spanish and Catalan programming instruments (POPE and POCAT), the FSE+, as well as the European Commission’s instruments EUI and Interreg. It presents a selection of the main metropolitan plans and programs, differentiating between investment plans and those of a strategic nature, and focusing on their objectives, actions and co-financing potential. It analyzes the accessibility of the AMB and the relationship between the specific objectives of the European funds with the objectives and actions foreseen in the metropolitan plans and presents possible ways of accessing the funds by the AMB. Finally, it presents a series of recommendations to maximize AMB’s access to the Cohesion Policy.
