Resilience plans. International comparison and learning for the AMB

This report analyzes in a comparative way experiences of planning instruments and resilience strategies at an international level with the aim of identifying and proposing learnings for the AMB useful to advance in the design and deployment of its own metropolitan resilience policy .
To do this, the report is based on the identification, selection and comparison of resilience strategies, plans and programs at the international level, and the analysis of some of their most important elements: the institutional framework, process of elaboration, structure, strategic objectives, actions and governance instruments. Finally, the report identifies three general typologies of metropolitan resilience instruments (plans and strategies, planning support tools and mechanisms for improving the resilience of metropolitan infrastructure and services) and learnings for a resilience strategy for in the AMB.
